SciFi and Fantasy Art: Passage of the Doomed

To get to Justice Plaza you have to pass through one of the 'Passages of the doomed'. As you can see some of the judged criminals are locked behind bars in this particular passage.
But be careful. Don't get caught doing anything criminal.
As you can see, there's two empty stalls her for you, if you do. And that is just in _this_ passage!
If you look in front of you, you see a statue of your lovely goddess Tzara. The goddess of justice.
