SciFi and Fantasy Art: Hathor human form

I read on a book that the Egyptians viewed the sky as a cow who's hooves touch the surface of the earth... so I did a little sky background for her.... I was gonna draw some stars and stuff with colored pencils, but Erin moved out, with all her colored pencils... damn you Erin!! j/k hahaha

How did you create the streamers of light? I've been wanting to use the effect in my art, but I'm still learning how to use Photoshop. Jennifer Michelle Kerr replies: "i have no idea, how i did it, probably something with gaussion blur and other effects."
