(that I wish someone would've told me instead of having to find out on my own) Hold your hand up to your face, so that the pad where your middle finger attaches to your hand is just touching the tip of your nose. Spread you fringers out, not touching skin, about an inch from your shin. You hand will probably cover your whole face, each finger will reach to the outer edge, where skin meets hair. The bottom of your palm will probably be lined up with, or a little lower than your chin. This is how big one should draw hands. Big enough to cover the whole face of their character.
I don't know about anime, if this rule applies. But this particular picture doesn't really look like anime. (Sorry, personal opinion) You can delete my comment if you wish.
