This. like the Arwen picture is rather old. In fact it was scanned from the same page full of characters in an old scrap book. I know that the Witch King is Tolkien and a Draconian TSR but here they are in one picture. Anyhow pencil and paper from my early teens.

That draconian is a redrawing from the draconian in the DragonLance book, Dragons of the Autumn Twilight! You can find that picture at the beginning of chapter 8!
