The militia don't do these sweeps because these dude who like sharpies are just so cool! You can't go locking all the cool people up in jail or your town looses all it's cool points and none of the hot loose princesses who want to show daddy's whose boss will come to your town when they run away and then your tourist trade will go way down and then you'll have no conflicts becuase there are no annoying tourists and then it'll just be a bunch of fantasy people sitting around looking at one another going over battle scars. and you can only do that for so long before you learn things about your neighbor you never wanted to know!

The city militia doesn't try to arrest those people because they don't want to find out that the person they're going to arrest is a really good assassin and able to kill them.

You see, I would be the one who would go over there and try to start a conversation about the outrageous tax rates. Then I would get poked with one of those various sharp implements as a result of my annoyingness.
