This is a Chaos Sorceror of Slaanesh (from Warhammer). Of course, this one has been granted several mutations by it's generous master, such as buck-teeth, tentacle hair and a third eye (on his shoulder, inspired by Army Of Darkness), and of course, though not that apparent in this pic: Silly Walk! :P
