Terran Council Tower

This is a scene from my scifi/fantasy story, "Scars of Gaia"The Terran republic on Gaia is governed by a council of representatives of each Terran species (The Terran republic has a form of direct democracy), by the time the war with the Needlehelmian Kingdom began, the building would be over 2000 years old, each small turret containing a vast library of literature and records - Members of the Alchemist guild are regular visitors to the libraries, these are people who advocate utilising ancient Marchian technology in combination with the magical abilities, they spend their days within the libraries finding out about the ways of Marchians.The very top of the tower houses the council debating chamber that contains a perch for the flying species, seating for ground based species and a pool for the aquatic species.The tower is around three miles high, all the members of the council are granted access to the tower and the many libraries within it, they will walk through the magic alcove and reappear in any part of the tower they desire. Many quarrels and great debates go on in the tower where in the end, it resolves down to a vote - the council elders can call upon any citizen of the republic at will, whether it be an a call to do an important task or to answer the council about something.Fear for the tower came when the Needlehelmians began their bombing campaign (Operation: Vengeance, the retaliation strike for the attack on the kingdom's wall) - as a result, many Wyverns were called upon by the council to defend the council tower against Needlehelmian heavy bombers.
