Let's  not forget that this is the angel who's spent the past six thousand years good-naturedly but persistently snubbing his counterpart on Earth for being a Damned creature of Hell and inherently evil and whatnot, despite how blurry the lines between the two of them are - and now, when the world is about to end and they're minutes away from a suicidal last stand, he's apparently just happy that his friend is there with him and decides that the most important thing to do is let him know and own up about how much they've really come to mean to each other, with none of that 'the Arrangement is a practical matter only' nonsense.
