Toshiharu Murata
Toshiharu Murata was an animator on Irresponsible Captain Tylor, and Taiho Shichauzo (You're Under Arrest). He was also the Character Designer for Hellsing and Eat-Man, Animation Character Designer for Blue Submarine No. 6, as well as EX Car Designer for the eX-Driver.
