a faction of mutants that live in the far south deep in the irradiated lands.. but they are not who you'd think

they are reasonable and fairly civilized even by human standards.. however there are many that run a muck all over these lands.. and human travel in general to these lands is greatly discouraged.. by both the intellectual mutants and human government..
