This is absolutely beautiful! And worry not about the color pencil thing. I, myself, don't particularly like CG'd stuff, as I think it's cheating, a tad. The expression on his face is wonderful and hints at the ghost of a wry, knowing smile. If you really want to nit pick about something, just try blending the skin shades a little bit more, but other than that, I don't see anything wrong with it at all!
Would you mind if I put this on a tour that I'm creating? It's called "Men in Tight(s) Leather" and this would look beautiful with the rest!

The right side of his face looks a little thinner than his left. I don’t expect perfect symmetry but weight does tend to be distributed evenly on a face. Otherwise it’s very good.

He scares me, reminds me of the goblin king in Labrynth -which is a fav of mine!
But I like how you properly portrayed his outfit with the weather.
