It is a portrayal of Aredhel Ar-Feiniel, Eol's wife and Maeglin's mother.

Aredhel Ar-Feiniel, the White Lady of the Noldor, daughter of Fingolfin, dwelt in Nevrast with Turgon her brother, and she went with him to the HiddenKingdom. But she wearied of the guarded city of Gondolin, desiring ever the longer the more to ride again in the wide lands and to walk in the forests, as had been her wont in Valinor: and when two hundred years had passed since Gondolin was full-wrought, she spoke to Turgon and asked leave to depart. (JRR Tolkien, Silmarillion).

As for this picture, Aredhel  is represented here in Gondolin, before her trip from which she will return in many and many years.

Wow, beautiful! You did her dress excellently, as well as her hair. Great face expression too - it really shows her wish to leave. The shading is excellent as well!

It looks as if the dress and the hair will just start to move in the wind and all of Gondolin will come back to life once more as the suns rays peer through the clouds of Morgoth to once again shine on the white city of Turgon.
