She's Xersaath, one NPC in one of my Role playing games which bemarried Farmyh Meganorf (you can check his pick on my artwork...).

 

She is the princess of Perraine, a cold kingdom similar in culture to Russia.

The Owl on the branch next to her is her guardian spirit.
