Try a to use the smudge thingy (my photoshop is in German "weichseichen") a bit, but not too hard and it will all turn out better. If you use a big, circular bistle brush and streak the hair area with differen tones of the same color you can get a pretty good hair effect. Coloring on any computer program can be hard and it can take forever. I like using Adobe PhotoShop or Corel PhotoPaint and a Wacom Graphire tablet and pen. Hair is something that is really time consuming but I have found that layering lots of thick and thin strokes of different colors and some smudging work well. The scarf on her head is really well done and the shadow and shade effect is very nice.
