This is Chibi Usa-chan, from Sailor Moon,  looking all cute and curious.  Like most of my images this was drawn by hand, not copied.  I traced it in ink and uploaded it to my computer.  It was coloured in an earlier version of Photoshop, since it is an older image.  This background was created with airbrush-markers.
