it`s not a she, it`s an it. a being out of physical reality. it`s more of a mind picture than a reality-describing one. the creature is sitting on a city building, which is floating in a void of nothingness, trully useless, awfully confusing, stripped off of all ornaments, left only the bare holding structure, made to withstand gravity, useless at a place where there is none... and toned in the colours of apathy. the creature itself is so black, it`s invisible within the blackness, except for the face and hand, which are actually a mask and gloves. it`s a piece of darkness that`s taken shape, a shadow that`s gained matter. (Anderson`s got an interesting fairy tale about one such shadow, by the way). the red ribbon is a wish - of dynamics and movement, of action, of their return into a world of standstill. 
... this got too long... sorry. in short, red is a symbol of life and action, the ribbon itself is flexible opposed to the hard, grey concrete. and the creature`s just a mind. something that thinks but has no physical expression.
