I'm not really sure about the background and how to get it to look like water, a lot of tablets have an underwater tool but of course you hav to have one first. My only other suggestion is that if he is a water dragon he doesn't really need arms and legs but if you really like them maybe make them look more like fins

This is quite striking, and I like the angle of the creature, as if it's shown slighty from above. Water is extremely hard to draw. Possibly find some good reference pictures and practice drawing them.
