The "ripped-up pieces of paper"-technique sounds interesting, but I’d like to focus my comment on your colouring and lineart, which I like quite much! I suppose one can see this picture as a great compromise between applying no colour at all (as seen in another picture of Captain Berthold), and covering most of the lineart up with colour (as in "General Alecto"  . Ballpoint pen and watercolours really -do- work well together - the fact that watercolour lets the lineart show is one of its many merits ^^ And since your inking is wonderful, you should under no circumstances be covering it up with layers upon layers of colour.
The way you’ve coloured this picture gives it a great deal more depth than if it were uncoloured. Then again, it always depends on the atmosphere wanted, but usually colours can bring out more dimensions in the character as well as in the image itself.
And, I guess, that was my comment. Bottom line is, I like the picture =) Good work!
