Sand piles up in cones. All loose substances like sand and pebbles, etc, have a certain angle they will pile up to before they start sliding. I can't remember what sand's specific angle is, but you won't be able to get it into a round mound like that without lots of water. ^_^ elsewise, i just love the dragon's face.
